At the start of a round, you have the guards having a random convo, then one gets warden, the other ppl will bitch if they dont like em, or just talk over warden about random shit, ex: Can i kill them if they break vent? Can I open cells? It leads to on avg, cells are not opened for around 40 seconds, When you have a good warden, or a good admin mutes anyplayer who talks over warden, the cells open on avg after 24 -26 seconds. This is accually a big difference, the 14-16 seconds is just the first minute, Along the entire round, it ends up being 80-? of time wasted by being talked over, or guards talking random shit. A good first step would be for the first 30 seconds, Have all guards muted but the warden, It gives time for him to give clear orders, no possible interruptions, on the off chance he is a little hard to understand, the repeat comes in handy. This would extremely help the early part of the game, and not as many complaints in admin chat. The time could be moved to a minute, or 45 seconds, but that may interfeer with guards asking if they can go in vents, or whatever. But having a start round mute is needed.
